High Court gives Govt three weeks to consider Biraj’s suggestion to appoint independent agency to ve

The High Court of Sikkim today granted the State Government three weeks’ time to “consider appointment” of an “independent agency” under the chairmanship of a retired High Court Judge “for the purpose of verification of fake Sikkim Subject Certificates/ Certificates of Identification and for issuance of COIs in smart-card format “which would contain all necessary details for instant verification”.
These suggestions were made by the petitioner, Biraj Adhikari, through an affidavit filed yesterday suggesting specific measures to deal with the issue of fake SSCs and COIs.
Mr Adhikari, it may be recalled, has filed a Public Interest Litigation enquiring into the fate and current status of the fake COIs detected by the State Government in a past exercise. He has demanded re-verification of all SSCs and COIs and sought the institution of a more secure verification process and possible digitalization of COIs.
The hearing today, taken by Chief Justice Satish K Agnihotri and Justice Bhaskar Raj Pradhan, also saw the Amicus Curiae for the court in this case, advocate Jorgay Namkha, place some suggestions on record.
With the State given three weeks to consider the suggestions, the Court also clarified that the Chief Secretary, “being the Head of the State”, file the affidavit examining issues discussed today.
