HRDD asks untrained teachers to enroll in D.El.Ed programme by 15 Sept
According to a notification issued by Additional Chief Secretary of Human Resources Development Department on 23 Aug, all untrained teachers teaching from Classes I to VII must undergo the Ministry of Human Resources Department offered Diploma in Elementary Education (D.El.Ed) programme and enroll themselves in NIOS by 15 Sept, 2017.
Those who do not possess the requisite 50% (45% in case of reserved category) in Class XII must simultaneously register online in the National Institute of Open Schooling (nios.ac.in) along with registering for D.El.Ed programme in order to avoid removal/dismissal procedure against them. However, they will be awarded the D.El.Ed certificate only after they acquire required marks in Class 12.
Teachers appointed till March 2015 under the Right to Education (RTE) Act will now get time till 2019 to acquire the prescribed minimum qualifications for firming up their appointments as the Parliament passed a bill in this regard.
The Right of Children to Free and Compulsory Education (Amendment) Bill, 2017 was passed by the Rajya Sabha by voice vote. The Lok Sabha had passed it on 22 Jul. According to the existing Act which came into effect from 01 Apr, 2010, these teachers were to acquire minimum qualifications within five years by March 31, 2015.
According to the amendment bill, every teacher appointed or in position as on March 2015 is now required to acquire the minimum qualifications by 31 Mar, 2019.
All regular untrained elementary level teachers including Head of Schools teaching in Government Schools, Recognized Private Schools and Monastic Schools have to undertake D.El.Ed course through Open Distance Learning on NIOS.
Primary Teachers who have done Certificate of Primary Education (CPE) or one year diploma course or any other course of less than 02 years duration will be deemed ‘untrained’ for this purpose and are required to undergo the course.
However, graduate teachers who have done their Bachelor of Education (B.Ed) course need not undergo the training programme for the purpose of training at elementary level (up to class VIII).
