South DAC’s DAAV prog for Manley Kamrang wraps up

Namchi, 05 Dec [IPR]:

A daylong coordination meeting with the newly elected zilla and gram panchayats and the concluding ceremony of District Administration Adopted Village program for Manley Kamrang Gram Panchayat Unit organised by the Department of Panchayati Raj Institution, Rural Management & Development Department was held at Namchi, South Sikkim today.

Speaker KN Rai attended the ceremony as the chief guest accompanied by Adhyaksha [South], Farwanti Tamang, Upadhyaksha [South], Bhim Bahadur Lhakey and District Collector [South], Raj Yadav.

Addressing the event, the Speaker extended his best wishes to the newly elected zilla and gram panchayat members. Hailing the architecture of Panchayati Raj as an ideal one, the Speaker spoke about the democratic decentralization of power that enables effective decision-making and accountability to the governed.

He further added that this form of local governance not only enhances the effectiveness of public policies and service delivery, but also gives greater voice to the public.

The Speaker strongly advocated the panchayats to work for the empowerment of the society and work with a genuine public-interest while also calling upon the line departments and panchayats to carry out legitimate and justifiable work under each GPU.

He also spoke about the significance of panchayats both attending and participating in Gram Sabhas to educate people about the varied schemes and initiatives of the State Government devised for the overall growth and benefit of the public.

Further, underlining the dire need for practicing solid and liquid waste in villages, he urged the panchayats to work towards upholding the status of ‘Cleanest State’ conferred to Sikkim. Additionally, he heaped praises on the DAAV programme initiated by DC South which has so far made remarkable and visible progress in all sectors.

DC (South), Raj Yadav in his address spoke in brief about the DAAV program which he said is a programme aimed at transforming an adopted village into a model GPU by improving basic facilities provided to the public in terms of upgradation of ICDS [Integrated Child Development Scheme] center, GPK [Gram Prashasan Kendra], PHSC [Primary Health Sub Center] and other government infrastructure in the said area.

He further laid down the roles and responsibilities of Panchayat and Zilla members for holistic development of a Gram Panchayat Unit and accentuated their efficacy in upliftment of their respective GPU’s.

Additionally, under the DAAV program, DC South called upon all the Panchayat members to ensure public awareness of various schemes and policies provided by the state and the centre government for the welfare and benefit of the people.

The gathering was also addressed by Additional District Collector (Dev), Benu Gurung and Block Development Officer [Namchi], Bimal Rai.

During the program, Tinik Chisopani and Lingmoo Paiyong were announced as the two new GPU’s added under the DAC’s DAAV scheme.

The program also saw the distribution of television sets as e-learning material to various schools, distribution of xerox machine to ITI Centre Kichumdumra and distribution of LPG cylinder to Upper Kamrang ICDS under DAAV.

Junior Engineer, Yogesh Rai, (Mahatma Gandhi National Rural Employment Guarantee Act), Gram Rojgar Sevak (MGNREGA), Bina Rai and MGNREGA mate Damber Mangar along with the best students at GPU level from class IV to IX were also awarded with cash prize by Block Administrative Centre (BAC), Namchi and Mamley Kamrang GPU respectively.

Additionally, Assistant Engineer [Namchi Block Administrative Center], Gaki Bhutia, Headmaster [Kamrang Secondary School], Kamal Sapkota, Panchayat Inspector [Namchi BAC], Nima Chozang Sherpa Supervisor ICDS [Social Justice, Empowerment and Welfare Department], Norbu Lepcha and Deputy Director , Dr Pratap Subba [Agriculture Department] were all conferred with ‘Second Line of Officers Award’ for their involvement in the DAAV programme.

The program was also attended by ADC (Dev) Namchi , Benu Gurung, ADC (Dev) Ravangla, DB Rawat, head of departments and officials from various line departments along with zilla and panchyat members, students and stakeholders from all GPs under South District.
