As per the Ministry of Highways and Road Transport (MORTH) decision to ban bull-bars on cars and SUVs running on roads of India, Singtam Police Department conducted an awareness drive as instructed by the Ministry.
The Ministry had sent out a letter to the transport commissioners of all the States of the country, urging them to act against vehicles running with bull-bars.
While the government notification was brief, it was very clear that the move was to lessen the risk of injury to pedestrians and vehicle occupants, alike, in the event of an impact. The Act will be imposed on private, taxi, SUV and commercial vehicles.
“For a long time, vehicles in India have been accessorized with bull bars – often available at the point of sale, itself. While some feel that the accessory adds the look of their vehicles, others are of the opinion that bull bars and crash guards can help protect their vehicle’s body in low-impact scenarios. However, the facts state that these extraneous parts can actually reduce the effectiveness of safety systems built into the car’s structure. This is because bull bars are typically fixed to the vehicle’s body structure at two points; in an impact, the crash energy is transmitted directly to these two points rather than being dispersed through the car's crumple zone. Furthermore, bull bars can also hamper the functioning and timely deployment of the airbags in crashes which the reason for the awareness”, informed Sub Inspector Singtam Police Station, Vijay Basnett and Sub Inspector, Laxman Gajmer.
During the drive, police personnel instructed drivers to remove the safeguard failing which legal action will be taken as per Section 52 of the Motor Vehicle Act, 1988 with fine of Rs 1000-Rs 5000.
According to section 52 of the Motor Vehicles Act, “No owner of a motor vehicle shall so alter the vehicle that the particulars contained in the certificate of registration are at variance with those originally specified by the manufacturer”.
Car makers do not homologate cars with bull-bars, which means that when an owner is getting this accessory fitted through the aftermarket, he’s committing an illegal act.
Car makers invest millions to make vehicles safer. Crumple zones, which are built into the front end of the car, include components such as bumpers, grilles, radiators, bonnet and other structural parts. When a bull-bar is fitted to a car, it can make the crumple zones ineffective during a crash, transmitting force to the occupants of the car, causing serious injuries, or even death.
Pedestrian safety is also hugely compromised by bull bars. Cars are, at stock, designed to meet pedestrian safety standards. The fitment of bull bars, however, actually offsets the benefits of a pedestrian-friendly front-end design, as mandated by latest vehicle norms. The rigid bull bars have proved lethal in many car-to-human accidents.
