SLAB & SLAC meet, State Waste Policy to be drafted by April

The first meeting of the State Level Advisory Body [SLAB] under Solid Waste Management Rules 2016 was convened by the State Mission Directorate, Swachh Bharat Mission – Urban, Urban Development & Housing Department on 20 Mar at a local hotel in Gangtok.
A body, as mandated under the Solid Waste Management Rules 2016, was constituted vide notification no. SBM (U)/UD&HD/GOS/16/57/17 dated 14/11/17 and requires meeting bi-annually to review the matters related to implementation of the said Rules, and advise the government on taking measures that are necessary for expeditious & appropriate implementation of these Rules, a press release from Swachh Bharat Mission -Urban, Urban Development & Housing Department, informs.
SLAB has Secretary, UH&HD, as the chairperson while members include three nominees from each Urban Local Body, officials from line departments/agencies such as Labour, Forests, State Pollution Control Board [SPCB], Rural Management & Development Department [RM&DD], Land Revenue & Disaster Management [LR&DM], Commerce & Industries, Finance, Revenue & Expenditure Department [FRED] and Agriculture Department.
The meeting started with a presentation made by the State Mission Director, SBM-Urban on the activities being taken up currently under the Mission. She informed the house that as mandated under the Solid Waste Management Rules 2016, the department is already working on formulation of the State Waste Policy, for which data collection, group discussions and other allied works have been assigned to KCC and their partners - Thanal, Kerala.
The draft skeletal policy is expected to be ready by April ‘18, after which it will be hosted in the public domain, prior to its finalization.
Gangtok Municipal Corporation and Mangan Nagar Panchayat were invited to present their status report on the Martam sanitary landfill and 50 TPD compost plant and the Vegetable Waste Compost Project at Mangan respectively while the Health Department presented a brief overview on the Bio-medical waste disposal system being followed in Sikkim.
Similarly, the first meeting of the State Level Advisory Committee [SLAC] under Plastic Waste Management Rules 2016 was also convened on the same day by the SBM – Urban, UD&HD.
The committee, as mandated under the Plastic Waste Management Rules 2016, was constituted vide notification SBM(U)/UD&HD/GOS/16/57/18 dated 14/11/17, for the purpose of effective monitoring of implementation of the said Rules in the state and requires to meet bi-annually. It has Secretary, UH&HD, as the chairperson while members include officials from Forests Department, SPCB, Municipal Corporation, Plastic waste experts, NGOs involved in Waste Management and experts from the field of industries, academic institutions, and ULBs.
The Rules, namely Solid Waste Management Rules 2016, Plastic Waste Management Rules 2016, Electronic Waste Management Rules, Bio-Medical Waste Management Rules 2016, Construction & Demolition Waste Management Rules 2016 have been already disseminated to the public through the ULB offices. The UD&HD has appealed to all to make themselves aware of these Rules, bringing about active citizen’s participation for a robust State Waste Policy.
