A mock drill exercise on flood induced disaster organized by District Disaster Management Authority (DDMA) in collaboration with National Hydroelectric Power Corporation Limited and Sikkim State Disaster Management Authority (SSDMA) was held at Rangitnagar Hingdam today.
Under the administration and supervision of Sub Divisional Magistrate [Jorethang], BC Rai, the mock drill exercise was held with an objective of planning, co-ordination and monitoring disaster prevention, mitigation, preparedness and management in case of dam water flood devastation that triggers disasters of various kinds. The exercise took place across various points in and around NHPC premises including NHPC dam site, downstream of dam followed by NHPC Hospital.
The entire operation was conducted under the guidelines of Incident Response Mechanism (IRS) which organizes a coordinated response mechanism at all levels of administration, reducing avoidable loss of life and suffering of the people during disasters. Thus, under the IRS structure, Incident Commander, Purushottam Chaudhary and Range Officer, Karma had the key responsibilities of managing every incident operations of the incident site.
Similarly, medical experts, fire and emergency support personnel and safety managers also played a crucial role in pursuing their roles and coordinating with one another in during real time disasters.
The mock drill exercise saw the Quick Response Team (QRT) provide rendered assistance in order to evacuate and rescue the injured from sensitive and vulnerable zones in order to help reduce chaos and confusion during actual incident management. Real disaster like situations of drowning and water engulfment were also established for which action plan and mitigation methods were carried out in real time.
The program was also attended by District Project Officer [Ravangla], K.M Chettri, Medical First Aid Expert and observer for the day, Kunzang Namgyal, Training Officer [DDMA], Abishek Kharel, Station Head Officer [Hingdam], Thinlay Rai, Range Officer [Ravangla], Karma alongside line department officials from SDM Office Ravangla, Fire and Emergency Services and Police Department and stakeholder from NHPC.
