Sikkim Krantikari Morcha has opposed the recent announcement made by Chief Minister Pawan Chamling at Ravongla, South Sikkim during his Jan Sewa Jan Samman Programme regarding Bhutia- Lepcha seat reservation in Urban and Rural Local Bodies.
An SKM press release alleges that Mr Chamling had assured BL reserved seats in the Panchayat and Municipal elections knowing that no seats for BLs could be reserved in the Panchayat or Municipal elections.
“The announcement was made to play with the sentiments of a large section of Bhutia and Lepcha voters and just to appease and acquire votes from the BL community for the upcoming 2019 general elections. It is astonishing that Pawan Chamling crossed the highest boundaries of political ethics and made the announcement only for the sake of acquiring votes to safeguard his diminishing power," the release states.
It adds that reservation of BL seats in the Urban and Rural local bodies has already been made clear by the High Court of Sikkim.
The Constitution does not allow for separate reservation of BL seats in the Urban and Rural Local Bodies and this is precisely why the Government of Sikkim headed by Pawan Chamling himself had to quash its own notification published in the year 2010 and issue different notifications dated 01 Sept and 09 Sept 2015, reserving seats for STs in Urban and Rural Local Bodies wherein the STs of Sikkim, namely the Bhutias, Lepchas, Limboos and Tamangs could contest, the release further states.
SKM has demanded an apology from Mr Chamling for "lying" to the BLs of Sikkim.
