Regularisation of NRHM employees being processed, all should understand criteria and processes: Health Secretary

“All the staff working in various capacities under National Rural Health Mission [NRHM] will be regularized as per the norms framed by Government of Sikkim but all the employees should have a clear picture about the various processes and criteria required to have their services regularized,” said Secretary of Department of Health Care, Human Services & Family Welfare, Government of Sikkim, Vishal Chauhan.

The NRHMcame into force in the State of Sikkim in 2005 and there are as many as 300 staff members working under the National Project, it is informed.

“We have been directed by the State Government to move forward the process of service regularization of employees under NRHM as per Rule 137 of the Government and various other norms,” Mr Chauhan added.

Speaking to SummitTimes, Mr Chauhan said that the employees working under the scheme need to be grateful to the State Government for this opportunity.

“No other State provides such kind of facility. No other Government orders for regularization of services of existing workers without an interview or other formalities. This is being made possible here in our State because of the positive concern of Chief Minister Pawan Chamling and his Government for regularizing services of employees working on Ad-hoc or Muster Roll basis since a long time,” he expressed.

Mr Chauhanalso made it clear that the regularization process will follow the rules and regulations of the Government and only services of the genuine workers who fit in all the criteria will be considered.

“The department has started working on it. As per rule 137, 50% of the total vacancies are to be reserved for existing employees. The rest will be made open. However, the same rule has been challenged in the High Court of Sikkim so till the matter is cleared through the court, the process of regularization may take time,” he added.

Mr Chauhan has urged the employees falling under this category to have patience and wait for the right time.

It may be mentioned here,the Health Department has already created 49 vacancies for doctors and 261 for nurses, open for existing doctors and nurses under NRHM as well.The written examination for doctors has already been conducted through SPSC. Exam for the post of nurses is scheduled to be held on 17 Jul.

As per information, there are more than 300 vacancies that can accommodate existing employees as well. However, there are many workers who have been appointed under various capacities and whose cadre is not there in the State Government. The department is working towards accommodating these employees under similar cadre.

The Health Department has already set up a committee to look into the matter and will soon find a solution to accommodate temporary employees as permanent employees in the department.

“The department has already issued employment notice for 49 doctors and 261 nurses which is equal to the number of employees working under NRMH and hopefully all the doctors and nurses will clear the open interview. Other staff including technicians, lab assistants and others will also be made permanent for which the department is trying its best. It will take time though,” said Mr Chauhan.

He further informed that the department will strictly follow the rules and regulations of the State Government and will move the process ahead as per the directives of the CM.

“Although there are no separate rules and directions framed for the Health Department, the department will implement similar rules that are implemented by other departments of the State Government. The department will be following the process in accordance with various authorities,” informed Mr Chauhan.
