Summer session of Assembly begins EIGHT BILLS INTRODUCED

The 07th session (Part II) of the 09th Assembly of Sikkim Legislative Assembly began today presided over by Speaker KN Rai.

During the Legislative Business, eight Amendment Bills were introduced in the House.

First, the Ministers, Speakers, Deputy Speaker and Members of Legislative Assembly (Salaries and Allowances) Amendment Bill, Bill No.7 of 2018 was introduced by Minister-in-Charge for Law, Legislative and Parliamentary Affairs, R.B Subba.

Likewise, the Sikkim Legislative Assembly Members (Payment of Pension and Medical Allowances) Amendment Bill, Bill No. 8 of 2018 was also introduced by Mr Subba.

Next, Chief Minister and Minister-in-Charge for Home Department introduced the Sikkim Essential Services Maintenance (Amendment) Bill, Bill No. 9 of 2018. The bill aims to amend section 2 of the Sikkim Essential Maintenance Act, 2000 and include ground handling services in the Sikkim Essential Maintenance Act, 2000 as per the direction received from Ministry of Civil Aviation, Government of India.

Mr Chamling who is also Minister-in-Charge for Land Revenue and Disaster Management Department introduced the Sikkim Regulation of Transfer of Land (Amendment) Bill, Bill No. 10 of 2018 to ensure protection against alienation of the land holding of the category of the person. The bill has been introduced in view to ensure protection of the interest and land holding of the population. Accordingly, Sections 3 (A) and 3 (B) have been proposed for insertion in the Act.

Similarly, Minister-in-Charge for Rural Management and Development Department, SB Subedi introduced the Sikkim Panchayat (Amendment) Bill, Bill No.11 of 2018 to ensure minimum 20% representation of the BL Community who belongs to the Tribal Community of Sikkim keeping in view the principle of the proportionate reservation provided in the State Legislative Assembly. The Bill has been proposed for providing reservation of seats which shall not be less than 20% of the seats for the Tribal Community in the Panchayat bodies i.e. Gram Panchayat and Zilla Panchayat. Accordingly, Section 13 and Section 50 have been proposed for amendment by way of insertion of proviso to sub-section (5) and of Section13 and provision to sub-section (4) of section 50 in the Panchayat Act, 1993.

Minister-in Charge for Human Resource Development Department, RB Subba introduced the Sikkim National Law University (Amendment) Bill, Bill no. 12 of 2018 which aims to enable the Department to initiate the process of establishment of Sikkim National Law University and to bring this Act into force with immediate effect.

Likewise, Mr Subba who is also the Minister-in-Charge for Law, Legal, Legislative and Parliamentary Affairs Department introduced the Sikkim Regulations of Societies, Associations and other Voluntary Organizations (Amendment) Bill, Bill No.13 of 2018 to provide legislation on regulation of societies, associations and other voluntary organization. Also with a view to oversee the activities of such organizations, and also to regulate the renewal of registration, to maintain proper record of their activities and to regulate the grants or aid received from the Central or State Government under the Act, the State Government has deemed it expedient to amend section 4, 5 and 6 of the Sikkim Regulations of Societies, Associations and Others Voluntary Organizations, Act, 2008.

Lastly, the Sikkim Greenfield Airport, Pakyong (Settlement of Claims for Loss and Damages) Bill, Bill no. 14 of 2018 was introduced by Minister-in Charge for Tourism and Civil Aviation Department, Ugen. T. Gyatso Bhutia to provide relief and ascertain the loss and damages caused to the land and properties of the people/villagers/farmers living in the vicinity of the Pakyong Greenfield Airport on account of construction of Airport, it has been felt expedient to enact legislation.

Discussions and voting on these Bills is scheduled to be taken up on 09 Jun, Saturday.
