Mere statements not enough, implement Rule 4(4) properly: SKM

Sikkim Krantikari Morcha working president, Kunga Nima Lepcha, today called for the implementation of Rule 4(4) of Sikkim Government Services Rules 1974 in letter and spirit alleging that the State Government is only making mere statements regarding the matter on the floor of the Sikkim Legislative Assembly.

Mr Lepcha said that if the Sikkim Democratic Front led government is serious about its implementation and protection of Sikkimese people, it should have come with proper guidelines and rules and even made provisions for employment of local candidates in private the sector.

Mr Lepcha also brought up the allegation that students are being forced to attend political programmes. He informed that on 11 Jun, SKM had submitted a representation to the Special Secretary urging for students to be excluded from political programmes in view of their studies.

It also said that the use of unparliamentary language by Chief Minister Pawan Chamling against the opposition parties in front of students attending his Jan Sampark Abhiyan is unfortunate

“Although the examinations of students commenced today, they were taken to politically motivated rallies till 14 Jun last week. Orissa and Calcutta High Courts have already directed for stringent guidelines on the participation of students in politically motivated rallies or any rallies,” he added.

SKM has also urged the State Government to come up with proper guidelines and other notifications for monitoring and prohibiting locals from entering Golden Gaming outlets across the State.
