Public hearing on SIA study of 520 MW Teesta IV HEP held in Mangan

The public hearing on Social Impact Assessment [SIA] study of 520 MW NHPC Teesta Stage-IV hydel project was held today at Zilla Bhawan in Mangan, North Sikkim. The SIA was held for the affected Gram Panchayat Units of the left bank of River Teesta which includes Malling-Singhik, Kazor, Zimchung, Tingchim, Lower Mangshila, Swayem and Tanek.
The SIA was conducted by SIA Unit, Department of Economics & Statistics Monitoring & Evaluation [DESME], Government of Sikkim and Administrative Staff College of India [ASCI], Hyderabad and was attended by Executive Director, NHPC, D Chattopadhya, Sub Divisional Magistrate, Mangan, PW Lepcha, officials from DESME, Land Revenue Department, Panchayat members, landowners and the affected people.
The SDM Mangan gave an introduction of the SIA and the reasons for conducting it.
Chief Engineer In charge, NHPC Teesta Stage-IV, Ramesh Mukhiya, highlighted the components of the project.
Director, ASCI Hyderabad, Dr Reshmi Nair, gave details about the SIA report to the landowners and affected people.
It may be mentioned here, the Panchayats of the areas of right bank of the river from Dzongu have submitted a petition to the North District Administration seeking postponement of the SIA in Lum/Gor/Sangtok GPK and Hee-Gyathang GPK, Dzongu scheduled to be held on 02-03 Jul.
Regarding the same, some of the landowners from the right bank also turned up to attend the SIA today and submitted a memorandum stating that the scheduled SIA for the right bank should not be postponed.
During an interaction session, Panchayat vice president, Mangshila-Tibuk GPU, Dilliram Limboo, placed some additional demands to be included in SIA including insurance of property, health insurance and provision of Area Development Fund under CSR in GPUs.
Likewise, one Tashi Tongden Lepcha underlined provision of skill development training for unemployed youth and involvement of affected people in Local Area Development Committee.
Dawa Tamang of Rangrang demanded employment opportunity to be given to one member of the family of each landowner.
The demands and queries of the affected people were explained and assurances were given by the project developer and the officials.
The affected people of right bank of River Teesta who turned up today also placed their demands and suggestions.
Likewise, people from the left bank of River Teesta also demanded that their SIA should also be accepted and made final today.
The NHPC Teesta Stage-IV is a run-of-the-river hydro project with a proposed installed capacity of 520 MW. The project is a part of the Teesta cascade evolved by the Central Water Commission [CWC] and is located between Teesta-III HE Project upstream and Teesta-V power station downstream.
