Three Bills introduced on first day of Assembly Session

Three Bills were introduced on the first day of the Seventh session [Part III] of the Ninth Assembly of Sikkim Legislative Assemblytoday.
Minister for Law, Legal, Legislative& Parliamentary Affairs Department has introduced the Sikkim Lokayukta (Amendment) Bill, Bill No 17 of 2018, to amend the Sikkim Lokayukta Act, 2014.
Chief Minister PawanChamling, who is also the Minister-in-charge of Land Revenue & Disaster Management Department, has introduced the Sikkim Regulation of Transfer of Land (Second Amendment) Bill, Bill No 18 of 2018. The statement of objects and reasons of the bill mentioned that the bill has been framed to amend the Sikkim Regulation of Transfer of Land Act 2005 in order to ensure protection against alienation of the land holding of the Sherpa community. It further states that this has been done with a view to ensure protection of the interest and land holding of the said section of the population.
Likewise, Minister for Human Resource Development Department, RB Subba,also introduced the Vinayaka Missions Sikkim University (Amendment) Bill, Bill No. 19 of 2018, to amend the Vinayaka Missions Sikkim University Act, 2008.
The statement of objects and reasons of the bill states, “In the overall interest of the Vinayaka Missions Sikkim University and in the interest of the students, teaching and non-teaching staff of the Vinayaka Missions Sikkim University, it is proposed to transfer/handover the ownership together with entire management and governance of Vinayaka Missions Sikkim University from ThirumurugaKirupanandaVariyarThavathiruSundaraSwamigal Medical Educational and Charitable Trust to the Jeen Universal Foundation, New Delhi. With this object in view, the bill has been framed.”
The discussion and voting on these bills will be held on the second day of the Assembly sessioni.e Thursday.
On the first day of the assembly session, the CM, who also the Minister-in-Charge of Finance, Revenue and Expenditure Department, presented the Demands for Excess Grants and Appropriation for the Financial Year 2011-12. The CM, who is also the Minister-in-Charge of Finance, Revenue and Expenditure Department, also presented the First Supplementary Demands for Grants for the financial year 2018-19.
The discussion and voting on these Demands will be taken on the second day of the Assembly Session on Thursday.
