State Government College of Nursing & Integrated Ayush Hospital inaugurated
Completion of Multi Specialty Hospital Govt’s main priority: CM Gangtok, 10 Sept: “Completion of the under construction 1000-bedded Multi Specialty Hospital coming up at Sichey [Sochakgang] at the earliest is the State Government’s main priority,” said Chief Minister Pawan Chamling while addressing the inaugural function of the first State Government College of Nursing and Integrated Ayush Hospital at Sochakgang in Gangtok today. The construction work of the multi-specialty hospital will be completed within this year and will be functional soon, he added. Addressing the gathering, the CM said that the State Government is dedicated towards providing free world class qualitative education to the students of the State till graduation and post-graduation level. He added that it is a proud moment for the future of Nursing College to help in establishment of human infrastructure in the State. “With the vision of providing free education to the Sikkimese people and especially to the under privileged, the government has decided to provide free education at the Nursing College too. Not only in the Nursing College but the students will also be provided free education for courses like MBBS at the upcoming State Medical College,” the CM stated. Addressing Nursing students, he urged them to be competitive while accepting the reality of life. “A person who accepts reality will be successful. Otherwise, people will find only disappointments and failures,” said the CM. He urged students to focus on knowledge oriented education rather than degree orientated. “There is a huge demand of Nursing staff worldwide and Nursing students can be happy as they are on the right track and in the right profession,” said the CM. Citing some examples, the CM encouraged culture of male Nursing staff in the State and suggested that the Health Department ponder on the subject. He further informed that the construction of the hospital in Sichey has attracted huge investment and that the State Government has worked hard for arranging the construction cost. The CM stated that the journey was difficult but somehow the funds were managed from the State’s Plan Fund and now that the 1st and 2nd phase is over, he appealed to all to work towards qualitative healthcare development. “There are various groups that have criticized the steps but we never looked back as it was an ambitious project which will benefit people at large,” he said. He added that in order to maintain the population ratio and encourage people to go through safe delivery at government hospitals, the State Government has started Proud Mother Scheme for the benefit of mothers. This will keep both the new born and the mother safe from risks, he added. Proud Mother Scheme will provide mothers an amount of Rs 7000 on delivery of first baby and Rs 10,000 on second delivery, it is informed. The CM also highlighted the HPV vaccination campaign that has been introduced in the State to protect girl children from cervical cancer. He also commended the Health Department for its excellent coverage and for achieving almost 97% of target population. “To elect a capable government is the responsibility of the people. To take the State towards the right direction, to maintain peace and protect the State, good governance is required which lies solely in the hands of the people,” expressed the CM. The government has been working for the benefit of the doctors and health staff and the cadre review of doctors has been done several times, he informed. In order to regularize jobs of the staff under Health Department working on Ad hoc or MR basis, the CM has directed that the roster system be avoided. He added that their appointments need to be done without following the roster system and also without violating Article 19. Regarding the demands of various groups about the regularization of their jobs, the CM said that the government is very positive and will look into the matter seriously. The CM assured that for shortage of manpower in the new Hospital, posts will be adequately created within the next two months so that the Hospital can function smoothly at the earliest. He also assured that all the vacancies will be filled by unemployed youth of the area itself. Home Guards serving for a long time will be recruited as Security Guards in the upcoming Hospital and the services of all employees working under NHM including doctors and nurses will also be regularized as per rules and regulations, he added. Stressing on the importance of Integrated Ayush Hospital, the CM said that setting up of AYUSH was for the larger benefit of the Sikkimese people at minimal cost. He also advised that meditation and yoga should be implemented in all PHCs and Life Therapist should be in place so that comprehensive health service to the Sikkimese people is delivered. The function was also addressed by Health Minister, AK Ghatani, wherein he briefed the gathering on various projects of the department. He said that 30 nurses have been undergoing special training programme who will be deputed in Health and Wellness centre at a later stage. He also informed about the various initiatives of the State Government to curb suicide rate in the State and mentioned the establishment of OST centre at Jorethang, detoxification centre at Chuwatar which is particularly dedicated to mental health services. Addressing the function, Health Secretary, Vishal Chauhan, highlighted various achievements of the department. He informed that the Government College of Nursing has 40 students in the first year and their education is all free of cost. The college, amongst other things, has 04 classrooms, 07 various labs, sick room, pantry, etc and he stated that the Nursing College is one of the best in the entire North-East. The function also featured song performances presented by the first batch students of Government College of Nursing. The Health Department felicitated the CM for his contribution in the health sector and his dedication towards the people of Sikkim. The CM handed over cash grant to 10 beneficiaries of Proud Mother Scheme. He also released a booklet on activities of CATCH Programme for the year 2017-18 and launched Proud Mother software for East district. Earlier, after the inauguration programme at Nursing College, he visited and inspected the Hostel Block, Academic Block, laboratory stations, labour room, etc. Thereafter, he inaugurated the AYUSH Hospital and visited the whole infrastructure while taking detailed stock of the situation and the facilities provided.
