The process of the Chief Minister reminding government officers about the basics of administration continues. In the latest instance, a circular issued on 06 June informs that the State Government has been observing with “concern” the practice of departments approaching the Chief Minister through the Ministers for their schemes and projects bypassing the Departments of Planning, Finance and the Chief Secretary.
The circular, which closes with the appeal, “Let us all work for the benefit of common man with full transparency,” underlines that the sidestepping of these three offices was “irregular” and “puts unnecessary burden on State exchequer.”
Accordingly, the Departments have been directed that “all such proposals and files” are submitted through proper channel following due procedure.”
“In addition, no engineer and contractor oriented schemes will be proposed and approved in public interest,” the circular states.
