Three bills placed on first day of Budget Session 2019–20

Three bills were placed on the first day of the Budget Session 2019–20 here at Sikkim Legislative Assembly on Monday.
The Sikkim Motor Vehicles Taxation (Amendment) Bill, 2019 was introduced by the Minister for Transport Department, SanjeetKharel. The discussion and voting on the bill will be taken up on 31 July.
The statement of objects and reasons of the bill states that in order to facilitate the general public of Sikkim, the State Government has deemed it expedient to bring about an amendment in the Sikkim Motor Vehicles Taxation Act, 1982 to introduce the online payment of taxes and a onetime tax consisting of single/lump sum amount payable to the existing annual tax for five years at a time for all categories of vehicles.
It is further stated that this amendment would spare the public from the trouble of coming to Motor Vehicle Office every year and this would also reduce the workload of Motor Vehicle Offices and mitigate the inconvenience caused by the annual collection of road tax.
The amendment also provides flexible option of paying the tax for one or more quarterly periods, or annually or onetime tax@ five times of the annual tax either directly at the Regional Transport Office or through online payment, it states.
Chief Minister, PS Tamang, who is also the Minister-In-Charge of Finance Revenue and Expenditure Department, placed the Sikkim Court Fees and Stamps on Documents (Amendment) Bill, 2019 in the House. The discussion and voting on the bill will be held on Tuesday.
The statement of objects and reasons says, “Whereas the State Government has deemed it expedient to amend rule (7) of the Sikkim Court Fees and Documents Rules, 1928 and insertion of new rule (7)(a) with a view to introduce e-payment for collection of court fees. With this object in view, the Bill has been framed.”
Likewise, the Minister for Law, Legal, Legislative and Parliamentary Affairs Department introduced the Sikkim Lokayukta (Amendment) Bill, 2019 in the House. The discussion and voting on the Bill would be taken up on 01 August.
The statement of objects and reasons of the bill mentions that whereas, after review of the Sikkim Lokayukta Act, 2014, it has been considered expedient to bring in amendments in various sections with regard to appointment of Chairperson, appointment of Secretary, officers and staffs of the Lokayukta for the smooth functioning of Lokayukta.
It is also deemed necessary to insert a new clause (d) of Section 30 regarding removal of Chairperson on the ground of proven misbehaviour and also to confer power on the State Government to transfer to the Lokayukta any allegation of corruption pending inquiry before the Vigilance wing of the State Government, it is added.
