BUDGET SESSION CONCLUDES CAG and other audit reports tabled; Assembly Committees formalised

The five-day long budget session of Sikkim Legislative Assembly ended today with Chief Minister PS Tamang [Golay], who also holds the Finance portfolio, tabling a stack of audit reports. Also today, the several committees of the Legislative Assembly were constituted with the two rebel SDF MLAs finding a berth in several committees.

He presented the Report of the Comptroller and Auditor General of India on the State’s Finances for the year ended March 2018, Report of the Comptroller and Auditor General of India on Economic, Revenue and General Sectors for the year ended March 2018, and Accounts at a Glance 2017-18.

He also presented separate audit reports for State Trading Corporation of Sikkim, Sikkim State Legal Service Authority-Legal Aid Fund, State Bank of Sikkim, Sikkim Scheduled Castes, Scheduled Tribes & Other Backward Classes Development Corporation Limited (SABCCO) and Annual Consolidated Audit and Review Report on the Accounts of Panchayati Raj Institutions & Municipalities audited during the year ended 31 March, 2019.

The CM also presented reports under FRBM Act, 2010 in the house like the Review of Compliance to Sikkim Fiscal Responsibility and Budget Management Act for the year 2016-17, Half Yearly Review Report: 2018-19, Review of the Trends in Receipt and Expenditure in relation to Budget 2018-19 and Medium Term Fiscal Plan for Sikkim 2019-20 to 2021-22.

Speaker, Sikkim Legislative Assembly, LB Das, in turn presented the Annual Reports of the Commission, Government Departments and Sikkim Legislative Assembly Secretariat.

The last day of the assembly session also elected and nominated members of different Assembly Committees for the financial year 2019-20.

MLAs Aditya Golay Tamang, Sunita Gajmer and Em Prasad Sharma were selected as Members of the Committee on Public Accounts by the House.

The Speaker then nominated MLA Aditya Golay Tamang as Chairman of the Public Accounts Committee.

MLAs Sunita Gajmer, Aditya Golay Tamang and GT Dhungel were elected as Members of the Committee on Estimates for the financial year 2019-20 with Ms Sunita Gajmer nominated Chairperson of the Committee.

MLAs Em Prasad Sharma, Aditya Golay Tamang and GT Dhungel were nominated as Members of Committee on Government Assurances with MLA Em Prasad Sharma selected Chairman of the Committee.

Likewise, the Speaker nominated MLAs GT Dhungel, Em Prasad Sharma and Aditya Golay Tamang as Members of Committee on Rules, which has the Speaker as the ex-officio Chairperson of the Committee.

Members Sunita Gajmer and Bishnu Kumar Sharma were nominated by the Speaker as Members of Committee on Library. The Deputy Speaker of the House is the ex-officio Chairman of the Committee.

Members GT Dhungel, Bishnu Kumar Sharma and Em Prasad Sharma were nominated by the Speaker as Members of the Committee on House with Mr Dhungel as the Chairman.

Members GT Dhungel, Em Prasad Sharma and Aditya Golay Tamang were nominated as Members of Committee on Privilege which also has Mr Dhungel as the Chairman.

Likewise, Members GT Dhungel, Aditya Golay Tamang and Em Prasad Sharma were nominated to the Panel of Chairmen for the financial year 2019-20 by the Speaker.
