Gangtok, 14 Oct:
Sikkim Democratic Front today approached the Chief Electoral Officer seeking the removal of DIG [Range], ST Bhutia, from his present position for the duration of the by-elections since the party is convinced that the officer has failed to ensure that the police acted in impartial and fair manner.
In a complaint letter to the CEO, Sikkim, with copies marked to the South district Returning Officer and the Chief Election Commissioner, SDF general secretaries Dev Gurung and Amos R Lepcha, have detailed the incidents of violence at Poklok-Kamrang constituency and alleged slack and biased follow-up by Sikkim Police and highlighted the public statements of the DIG [Range] to argue that negligent policing was giving a free hand to the ruling party to intimidate the people and attack campaign teams of the Opposition.
The letter alleges that the manner in which the DIG has overseen the case reflects that he was acting on the behest of the ruling party.
SDF has also narrated the sequence of events leading to the attack on the party president's motorcade on the evening of 10 Oct and stresses that even though Sikkim Police was informed about the party's concern that SKM party functionaries would try and disrupt the campaign, adequate police bandobast was not undertaken.
It further took the police two days before it began investigating the case and even then the investigation was tasked to a junior officer despite the enormity of the incident.
The party has also taken serious note of the tone and tenor of the public statement of the DIG [Range] on the incident and also the half-truths he presented.
The letter accuses the DIG of acting with bias in order to please the ruling party.
