Nearly four years since it was sanctioned, constructions of the Block Development Office and Kisaan Bazaar at Middle Chongrang under Arithang Chongrang GPU of Yuksam-Tashiding constituency has remained stalled for the last two years.
The project, initiated by the state government through Rural Development Department came to a standstill two years ago due to lack of funds.
Former Chief Minister, Pawan Chamling, during his 42-day West Sikkim tour in 2010-11, had approved the project comprising a Block Development Office building, Kisaan Bazaar and other necessary infrastructure under the GPU.
The project was to be completed phase-wise.
For phase-1, the state government had sanctioned Rs 4.5 crore for the construction of Block Development Office in 2016.
Devi Lal Sharma, the contractor executing the project has alleged that the construction could not continue due to nonpayment of bills by the concerned department.
"I visited the RDD office several times for bill clearance but they were never cleared. I had no option but to stop the construction work due to dearth of funds required for the project," said Mr Sharma.
Now, even the portion of work completed has been falling into disrepair and showing signs of damage. Cracks have also started developing on the walls.
The people of the GPU have alleged that the culture of commission, illegal practice of extracting money for party fund from government projects and other issues have contributed towards the failure of the project.
The people of the constituency have sought the state government's immediate intervention for early completion of the project.
