Former Chairperson accused of sexually assaulting 13-years old surrenders: Victim still in trauma

GANGTOK, 17 Aug: Sikkim Police DIG [Range], Prawin Gurung mentioned that the accused for the sexual exploitation of a teenage girl from South Sikkim has surrender to the police on Monday. He stated that the accused, Rup Narayan Rai was absconding from 14 August and the police team has located him Chuba in South Sikkim, where he has surrender himself to the police this morning. He informed the police would produce him in the court on Tuesday.

Addressing a press conference here today, DIG informed that a case was registered against Mr Rai under sections of POCSO Act for alleged sexual exploitation of a 13-years-old girl in South Sikkim. He added that the accused was absconding soon after the registered of the case against him on 14 August. He added that a police team has located the accused in Chuba village where he has surrender himself and the police arrested him and the case is under investigation.

He informed that the victim girl was kept in a children home and was in mental trauma after facing repeated sexual exploitation since months. He mentioned that after the medical examination the counselling sessions for the victim has been started by the Child Care unit.

DIG mentioned that the accused was a known social worker and was in active police since long time and had also served in the post of the Chairman so such heinous crime from such personality has given the negative message in the society. He mentioned that the case is under investigation and the police would take course of action as per the law.

He mentioned that minors were the vulnerable section of the society and it was responsibility of the society to protect them. He added that the Centre has made and enforced the POCSO Act to protect the minor from the sexual offences.

After the enforcement of POCSO Act in 2012, DIG informed that five POCSO cases were recorded in 2013 in Sikkim, which has increased to 49 in 2014, 39 in 2015, 90 in 2016, 84 in 2017, 114 in 2018, 91 in 2019 and over 50 cases so far as on June this year. He mentioned that 44% of POCSO cases were registered in East District, 33% in South District, 17% in West District and 05% in North Districts while seeing total numbers of POCSO cases registered in the State.

On the same, he mentioned that the data shows that there was increased in crime against children as nowadays victims and their family have been coming out to inform about the crime due to increase of awareness level in them. He mentioned that the police and different organizations have been working to create awareness in these issues.

DIG has also congratulated SP [West] and his team for working for immediately solving the murder case of a 20-years-old girl in West Sikkim by arrested 19-years-old accused within few hours of the incident. He informed that the accused in the judicial custody at present and the case is under investigation.
