Agri Dept meeting reviews PMKSY implementation

Minister for Agriculture and Horticulture Departments, L.N. Sharma chaired a review meeting at the conference hall of Agriculture Department today. The meeting was held to primarily discuss and review the implementation status and work progress under the Pradhan Mantri Krishi Sinchayee Yojna(PMKSY) and various other schemes introduced by the Government in all the Districts of Sikkim.

The meeting was attended by A.K.Yadav, ACS cum Agriculture Production Commissioner Agriculture and Horticulture Departments, M.T. Sherpa, Secretary Horticulture Department, Rinzing Chewang Bhutia Secretary Agriculture Department, Dr S. Anbalagan, CEO, Principal Directors, Directors,Sikkim Organic Mission, Pawan Awasthi MD SIMFED including all the Districts and Scheme Incharge and senior officials of Agriculture and Horticulture Departments.

At the outset, Minister welcomed all the participants and enquired about the status of PMKSY. The Minister emphasised on the prioritisation of the implementation of PMKSY in the State. He stated that the Agriculture and Horticulture Departments have huge potential to increase the GDP of Sikkim as well as of the country. To achieve this, the State needs to develop the marketing section. Proper marketing strategy and value addition of products is of utmost importance, he added.

Calling out for prompt action from the officials of Horticulture and Agriculture Departments, the Minister directed the senior officials to present the progress report of every districts on quarterly basis.

During the meeting, Minister also put forth his concerns pertaining to slow progress of the PMKSY works and sought valuable suggestions from the officials to further improve the status of the project. He also suggested the Department officials to implement the PMKSY in a speedy manner so that more farmers can be covered under the scheme. He further suggested for creation of Farmers Diary wherein all the farmers details will be maintained and updated with accurate information.

Urging the officials to work more diligently and responsibly, Minister instructed the Departments officials to take prompt action to advocate the farmers to adopt new and modern technology for organic farming to sustain production and certification process in identified areas.

He also suggested ways to involve the Village Level Workers (VLW)and monitoring teams to properly and feasibly monitor all the affiliated NGOs and various other works under PMKSY in all the Districts.

He further suggested the Departments to create a new committee and draw future roadmap for adding more value to the farming projects in near future.

He further directed the Departments to provide the implementation status of all the Model Villages in the State.

He stated that the concerned Nodal officers should be responsible for the progress and development of villages and suggested for strict monitoring on the progress of Model Villages in all the Districts.

Minister urged the Department to identify proper locations for growing and planting proper seeds according to feasible conditions. He further touched upon the importance of soil testing laboratory, an important component of organic farming in the state.

He also stressed on improving the integrated farming system in the state and instructed the Department to update the beneficiaries list of all the farmers for the year 2020-2021.

Minister also proposed for Setting up of Marketing section in the Department to market the farming produce and further suggested for setting up of District wise storage facility in the State.

He further suggested that the line Departments should work in close coordination for the progress of farmers while setting an example as a model Department in the state.

Earlier, Secretary Horticulture, M.T. Sherpa provided a detailed presentation and apprised on the implementation status of the PMKSY scheme. He also highlighted on the roadmap and action plan of the Department.

During the second phase of the review meeting, S.T. Bhutia, Principal Director, Horticulture Department provided a brief summary on the Horticulture Mission for North East States.

During the course of the meeting, the list of priority projects and process of utilisation of funds under various components of PMKSY were widely reviewed.

Further,the District-wise senior officials from Agriculture and Horticulture Departments also submitted the progress report of PMKSY and SOFDA schemes and implementation status of various ongoing schemes introduced by the Government.

The roadmaps and action plans for National Bamboo Mission (2020-2021), National Food Security Mission (2020-2021), Integrated Pest and Nutrient Management (2019-2020), MOVCD, schemes under INM Agri(2020-2021) and other key issues relating to Agriculture and Horticulture Departments including Floriculture, Fruit, Spice were discussed and reviewed at length.

At the onset, a Sadbhavana pledge was taken on the occasion of SadbhavanaDiwas by the officials and staff of Agriculture and Horticulture Departments.
