Education Minister Raju Basnet introduced three new Bills on the second day of the ongoing second session (Part-III) [Budget Session 2025-26] of the Eleventh Assembly of Sikkim Legislative Assembly on Wednesday. The discussion and voting on these bills will be taken up tomorrow on the third day of the Budget Session.

The Minister introduced the Atal Bihari Vajpayee Skill University Sikkim Bill 2025, the Sengol International University Sikkim Bill 2025 and the Fusion University Sikkim Bill 2025 today in the House.

The statement of objects and reasons accompanying the Atal Bihari Vajpayee Skill University Sikkim Bill explains that “the State government has deemed its expedient to establish the Atal Bihari Vajpayee Skill University in Pakyong District, with a view to provide world-class education to students based on curricula developed at par with international standards with academic and industry experts, combined with online learning access for both full time and distance education students.”

The Skill Initiatives and Assessment Council is classified as non government company registered under section 8(1) of the Companies Act 2013 at Registrar of Companies under Ministry of Corporate Affairs has proposed to establish the Atal Bihari Vajpayee Skill University with the “objective to disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit to make provisions for integrated courses in humanities, natural and physical sciences, social sciences, IT and other allied disciplines in the educational programmes of the university to take appropriate measures for promoting innovations in teaching learning process, interdisciplinary studies and research.”

“And whereas, the land for the proposed university shall be taken on lease basis from the land owner (s), construction of campus shall begin from commencement of the proposed “Atal Bihari Vajpayee Skill University Sikkim Bill 2025” and completion of land lease registration process. Now therefore, with this object in view, the bill has been framed,” he said.

In the statement of objects and reasons of the Sengol International University Sikkim Bill 2025, the Minister explains, “The late Smt Lal Muni Devi Jankalyan Mahasamiti, a society registered under section 21 of the Societies Registration Act, 1860 propose to establish the Sengol International University in the State of Sikkim at Namchi District. The proposed university aims to provide a comprehensive multidisciplinary education for the youth of Sikkim and to propose its vibrant students to face real-life challenges and social realities with confidence.”

He added that Sengol International University shall be a self-funded private university and envisages to be a world-class higher institution imparting quality education at par with the global principles and strives to contribute to the inclusive growth of the society through pursuits of higher education.

In the statement of objects and reasons of the Fusion University Sikkim Bill 2025, the Minister stated that Help Someone Foundation, Delhi, a private company registered under the Indian Companies Act, 2013 proposes to establish the Fusion University in the State of Sikkim at Soreng District.

He added that the proposed university aims to provide need and skill-based education programs for the youths of Sikkim and to contribute to the intellectual, inclusive and sustainable development of the people of Sikkim through quality, research and extensive activities.

“The Fusion University shall be a self-funded private university and envisages to be a world class high institution imparting quality education at par with the global principles and strives to contribute to the inclusive growth of the society through pursuits of higher education,” he adds.

Likewise, the House also passed the Capital University (Amendment) Bill, 2025, which was placed by the Minister Education Department yesterday on the first day of the budget session on Tuesday.
